About the role

About EOTSS:

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

Our Mission: We provide technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes

About the Role:

The AI Technical Lead provides technical leadership for the Commonwealth's AI platforms and products, ensuring they are secure, scalable, reliable, and operationally sustainable. This role establishes engineering standards, deployment pipelines, and cloud architecture that enable AI solutions to move efficiently from proof of concept into enterprise production. The role partners closely with Product Management, agency technical teams, security, data, and enterprise architecture to modernize technology, accelerate responsible AI adoption, and reduce barriers to delivering AI-enabled public services.

The ideal candidate combines deep software engineering expertise with hands-on experience deploying AI and machine learning solutions in production environments. They are equally comfortable defining technical strategy, mentoring engineers, advising agency teams, and translating business and policy objectives into practical technical solutions.

The primary work location for this role is 1 Ashburton Place Boston, Massachusetts 02108. The work schedule is Monday - Friday, 9:00 AM - 5:00 PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Major Responsibilities:

  • Lead technical delivery for enterprise AI platforms and products, establishing engineering standards and reference architectures.

  • Lead solution engineering for the Commonwealth AI Assistant, ChatGPT.

  • Design, implement, and maintain secure cloud-native AI infrastructure, deployment pipelines, CI/CD processes, DevSecOps practices, and MLOps capabilities.

  • Develop reusable engineering patterns, APIs, and shared services that enable agencies to adopt AI efficiently and consistently.

  • Partner with the AI Product Management Lead to evaluate technical feasibility, estimate effort, and translate product roadmaps into scalable technical solutions.

  • Advise agency engineering teams on architecture, implementation planning, and operational readiness while enabling agencies to own long-term solutions.

  • Identify opportunities to modernize legacy technology through AI-enabled capabilities and shared platforms.

  • Ensure reliability, observability, security, performance, and lifecycle management for AI applications transitioning into production.

  • Collaborate with enterprise architecture, cybersecurity, data, digital services, procurement, vendors, and agency technology leaders.

Preferred Qualifications:

  • Five (5) or more years of progressively responsible software, systems, or platform engineering experience, including work on complex technical solutions.

  • Hands-on experience deploying AI and machine learning systems in production environments.

  • Strong experience with cloud platforms, CI/CD pipelines, DevSecOps, infrastructure automation, and operational engineering practices.

  • Experience supporting technology modernization initiatives, particularly integration with legacy enterprise systems, a plus.

  • Ability to translate product strategies and policy goals into scalable technical architectures and implementation plans.

  • Excellent written and verbal communication skills with both technical and non-technical stakeholders.

  • Experience collaborating with engineering teams, providing technical guidance, and contributing to technical standards and best practices.

  • Comfort operating within security, privacy, accessibility, compliance, and governance requirements.
