In this role, you will serve under administrative direction to support one or more major program areas within the Ohio Department of Children and Youth (DCY), such as maternal and infant wellness, early childhood development, early care and education, family support and stabilization, children services, foster care, kinship care, adoption, or young adult services. Although the work varies by program, the core responsibilities and experience will remain consistent across all policy areas.

You will spend a significant portion of your time researching federal and state laws, regulations, and national best practices. This involves:

  • Analyzing existing programs and identifying opportunities for improvement.
  • Drafting and revising policies and procedures that align with legislative and agency requirements.
  • Developing policy recommendations using data analysis and economic or regulatory assessment.
  • Presenting policy proposals to leadership and incorporating feedback into revisions.
  • Staying current with evolving legislation and adjusting policies or guidance as needed.

This work requires comfort with detailed analysis, interpretation of statutes, and translating complex regulatory requirements into practical, user friendly guidance.

Stakeholder Consultation & Communication

You will collaborate frequently with internal teams, community partners, service providers, and other government agencies. In this space, you may:

  • Offer technical assistance and policy clarification.
  • Facilitate meetings to gather input during the policy/program development process.

  • Using data to assess effectiveness and predict potential impacts.
  • Contributing to evaluation frameworks that measure outcomes and compliance.
  • Creating written reports, presentations, and summaries for leadership, federal partners, and internal teams.
  • Working with cross functional colleagues (fiscal, data, systems, policy, legal, training, compliance) to understand operational impacts and ensure alignment.

This portion of the job is ideal for candidates who enjoy problem solving, identifying trends, and making data informed recommendations.

Beyond policy drafting, you will assist in bringing programs to life across Ohio. This includes:
